The Workforce Education and Development (WED) program is a non-certification program that will prepare educators for careers in industry, postsecondary CTE (universities, community colleges, skills-acquisition institutions, apprenticeship programs) programs, and other workplace training roles. While there aren't new regulations, SUNY and NYSED require that professional certification programs only admit students with initial certification. This program leads to a Master of Science (MS) degree aimed at workplace trainers and faculty/staff of secondary and post-secondary institutions who do not need teaching certification. Students enrolled in the program will enhance their expertise through coursework in adult education principles, research methodologies, and specialized electives focusing on instructional strategies in career and technical education.

The Workforce Education and Development program offers two research courses focused on solving educational challenges and creating more diverse and inclusive training environments. The program prepares students for professional employment, advancement, and leadership in various careers including post-secondary CTE educational settings, out-of-school skills-acquisition programs (provided by public, private, and non-profit organizations), workplace human resource departments, and workforce development consulting firms.

All full-time (3-4 semester completion) and part-time degree students will complete a 21-credit core curriculum and 9 credits of elective requirements tailored to individual interests and career needs. This will lead to a 30-credit Master of Science degree. Courses will be delivered fully online through SUNY Oswego's learning management system.

  • Justification for the Proposal*

The innovative Workforce Education and Development (WED) program stands alone in addressing an urgent, unmet need in professional development for post-secondary CTE educators. While existing programs at SUNY Oswego and other New York institutions have traditionally concentrated on adult education or K-12 teacher certification, they fail to meet the distinct challenges faced by faculty and staff who drive occupational programs across colleges, universities, workforce development firms, and corporate training departments. By filling this critical gap, WED transforms these educators into exceptional instructional leaders through targeted skill development and specialized knowledge. This unique approach not only elevates the expertise of individual educators but also elevates the quality of career and technical education at the post-secondary level, creating lasting impact across industries. Our program's specialized focus empowers technical educators with vital professional development that enhances their teaching excellence and students/trainees' success.
